План предусматривал сброс 20-30 атомных бомб на 20 советских городов: Москва, Горький, Куйбышев, Свердловск, Новосибирск, Омск, Саратов, Казань, Ленинград, Баку, Ташкент, Челябинск, Нижний Тагил, Магнитогорск, Молотов, Тбилиси, Сталинск, Грозный, Иркутск и Ярославль.[1]
