В отличие от других британских телевизионных сетей, Ай-ти-ви не является единой компанией (хотя в последнее время компании, составляющие ее, объединились в отдельные холдинги). Текущий контролер, «Офком», выдает лицензии на право регионального ретранслирования программ 15 компаниям соответственно в 15 регионах. Помимо всего, в данный список входят общенациональная лицензия на право утреннего эфира с 6:00 до 9:25, лицензия на право предоставлять услуги телетекста и две лицензии на право вещания в Лондоне (с понедельника по пятницу и в выходные, соответственно).
В последний раз выдача лицензий происходила в 1991 году (до этого, примерно раз в 10 лет).
