Возьмите дело во всей его широте и долготе, во всем историческом жребии, так сказать, русского обывателя. Безропотность и долготерпение - только и было в его отношениях к начальству. Возьмите отсутствие не только какого-нибудь контроля, но и какой бы то ни было связи между начальством и обывателем - такова исконная форма взаимных отношений. Было jus publicum и jus privatum. Jus privatum, т. е. частное право обывателей, было: есть пироги, жениться, множиться и населять землю, добывать пропитание, ну, пожалуй, заниматься музыкою и литературою в своем частном помещении.
