Bachelor of Arts degree fromCarleton University , a Master of Arts degree in International History from theLondon School of Economics , and aDoctorate in Modern History fromOxford University . Before his election, he worked at theCentre for International Governance Innovation inWaterloo, Ontario . He was a legislative assistant to CanadianPrime Minister Jean Chrétien from 1997 to 2002, and has also worked as an assistant toStéphane Dion , John Manley andYvonne O'Neill .He won the Liberal nomination in Kitchener Centre on
February 2 ,2003 , and defeated incumbent Progressive ConservativeWayne Wettlaufer by about 2000 votes in the provincial election held later in the year. OnOctober 23 ,2003 , Milloy was namedparliamentary assistant toPremier Dalton McGuinty in the latter's secondary capacity as the Minister of Intergovernmental Affairs, and continued under new ministerMarie Bountrogianni . He served in this position until November 2006, when he was appointed parliamentary assistant to Minister of Training, Colleges and UniversitiesChris Bentley .Milloy recently published a book titled "The North Atlantic Treaty Organization, 1948-1957 : Community or Alliance?" published by McGill-Queen's University Press on June 1, 2006.
